Patch v7.27 Building Ownership

Fixed issues with prop and building ownership, there was a code issue where it wouldn't remove the prop/building ownership when you picked up the prop (or construction site) -If it made it so you do not own the building I am soooo sorry about that, im sure thats so much money you lost and I have great deep sadness with you, so a moment of silence will be held for you and your lost Jacksons... ...But on a lighter note there is a possibility that your newfound gained karma from your loss may be able to cashed out at the ingame casino, so there's that XD (I did not increase luck, just a joke)(But still a possibility)
